Judging by this article, would you say the United States is slowly?

They told us that GPS's were put on our phones to help us if we needed 9-11 calls and could not tell where we were. But now when you lose a phone or have it stolen, your cell provider is of no help whatsoever in using the GPS to locate it. I'd really like to just shut the thing off, it runs the battery down too fast.
