3 months since stealing and no word still.?

3 months after some guy on probation stole from a store and thought they caught him by his license plates he never heard anything from the incident , he got pulled over 2 months after it happened and wasnt locked up , and his officer didnt say anything , and he even went to courthouse to see if he had warrants and they said no . So is it possible it could just be taking a reallly long time for warrant to be put out or did they probably not bother pursuing him
