Child abduction emergency?

I just saw something on the TV called "child abduction emergency," and it says it's effective in the entire state of Indiana until after 1 in the morning. I don't understand the point though. It didn't give any information about the missing child or where the child was abducted or anything. It just said "State of Indiana." Is it just meant to make parents more cautious? I thought that Amber Alerts were supposed to help find the children. I don't know how it can help find the child if there was no information about the appearance of the abductors or the child his/herself.
