Multiple deck poker game among bowlers?

Players receive a card for each mark they bowl,two cards if they pick up a split. The game ended with two players having a flush., one player with an ace high, the second with a pair of nines. Since they play with multiple decks it seems the highest hand within the flush should win. Who's the winner
