Why can't these people overthrow?

If Afghanistan is below poverty line because of their ideology why can't they overthrow the Taliban i mean have u seen the news there are many kids as orphans than anything else, the majority of their parents are killed by bullets, mines or accidents that are unknown. I really would love an explanation of such sort i mean if 1919 when the czar of Russia rule the people manage to overthrow him and kill his family why cant these people do a difference too.
